Public Safety Update: Reported Robberies

On Sunday, January 28, 2018, two Syracuse University students and an ESF student reported being approached by two mask-wearing males. The three separate incidents reported occurred in the 100 block of Ostrom Avenue, the 300 block of Roosevelt Avenue, and the 300 block of Meadowbrook Drive, respectively.

At approximately 7:10 p.m., the suspects reportedly stole a student’s wallet, its contents and cash in the 100 block of Ostrom Avenue. At approximately 8:10 p.m., the suspects attempted to steal property from an ESF student in the 300 block of Roosevelt Avenue. No property was stolen. At approximately 8:20 p.m., the suspects reportedly stole a student’s iPhone in the 300 block of Meadowbrook Drive before returning to their vehicle. The vehicle then fled the scene in an unknown direction. No injuries were reported by the three students.

If you were in the vicinity at the time of these incidents, the Department of Public Safety (DPS) asks for your help in identifying the suspects. Suspect #1 is described as male, 5’10”, medium build, in his 20’s, last seen wearing a dark jacket, dark jeans, dark colored ski mask. Suspect #2 is described as a male, 6’2”, heavy set, longer hair, in his 20’s, last seen wearing a red or brown colored jacket, brown cargo pants, dark colored ski mask and in possession of a silver handgun. The vehicle was a grey or silver colored SUV. Last direction of travel from the 300 block of Meadowbrook Drive is unknown at this time.

Public Safety Notice: Robbery

On Sunday, January 28th, 2018 between approximately 8:00 p.m. to 8:20 pm, DPS received reports of two additional robberies that occurred at the 300 block of Roosevelt Avenue and Buckingham Avenue and Meadowbrook Drive. The Syracuse Police Department, the Onondaga County Sheriff’s Department and the Department of Public Safety are on the scene and investigating these incidents. R.A.D. Classes Available This Spring

Join the Department of Public Safety for a women-only self-defense course. The Spring 2018 Friday session dates include February 2, 9, 16, & 23 (6-9 p.m.). All classes will be held at Bird Library in room 550.

Internal Affairs/Professional Standards Investigations 2018

During the 2018 calendar year, the Department of Public Safety conducted a total of eight (8) internal affair investigations (IAI).

Four (4) involved sworn personnel

Four (4) involved non-sworn personnel.

Of the eight (8) IAI’s, sx (6) were sustained and two (2) were unsubstantiated.

The outcomes of the six (6) sustained cases were as follows;

  • One (1) separation from SU
  • Two (2) received a letter of reprimand and suspension
  • One (1) non-sworn reprimand and last chance agreement
  • One (1) letter of reprimand
  • One (1) conversation form

The number of IAI in 2018 falls within the average number of cases per year. There were no trends, case similarity or overreaching training deficiencies discovered.

Internal Affairs/Professional Standards Investigations 2017

For the 2017 calendar year, the Department of Public Safety conducted a total of nine (9) internal investigations.

Five (5) involved sworn personnel.

Four (4) involved non-sworn personnel.

Of the nine (9) complaints investigated, 4 were sustained and 5 were unsubstantiated.

As a result of these complaints, three (3) sworn employees were disciplined;

  • One (1) received a letter of reprimand.
  • One (1) received a letter of reprimand and suspension.
  • One (1) received appropriate coaching.
  • Non-sworn IA investigation (1) resulted in a referral DCSES Administration and (1) received appropriate coaching.

Five (5) complaints were unsubstantiated.  However, during the course of the IA investigation, unrelated deficiencies were discovered in two (2) cases and appropriate coaching was completed.

Review of the IA investigations revealed no discernible trends in performance amongst sworn and non-sworn personnel.  Retraining has been completed at roll calls.  A plan to incorporate training during yearly In Service and at Firearm Qualifications has been prepared.  There were no other trends, policy, or training issues discovered.
