October 2022 Updates From the Department of Public Safety

Dear Students, Faculty and Staff:

What an exciting time to be a member of the Orange family! Between the success of many of our athletic programs, the historic Micron announcement and everything in between, it has been very rewarding being a part of this community.

As I do every month, I am writing to share some important updates from the Department of Public Safety (DPS), including:

Dating and Domestic Violence Awareness Month

As I met with members of our team upon arrival at Syracuse University, I was consistently impressed by their backgrounds and the work they do. As part of National Dating and Domestic Violence Awareness Month, our team highlighted one of our officers, Jessica Zaccari, who, before coming to DPS, worked at a victim’s advocacy center. If you have not had a chance to do so yet, I urge you to take a moment to read the article to learn more about her work and how DPS helps those who have been impacted by interpersonal violence.

Community Police Academy Graduation

Congratulations to the 18 members of our campus community who completed our very first Community Police Academy! This free four-week program, which took place throughout the month of October, is designed to give community members an idea of what it is like to be a member of the DPS team.

We are already hard at work preparing for our next iteration of the Community Police Academy slated for spring 2023 and will share more once the applications are open. To learn more about this program please visit dps.syr.edu.

Peace Officer Academy Graduation

Congratulations to the eight recruits from the DPS Peace Officer Academy who celebrated their graduation with families, friends and colleagues on Wednesday, Oct. 5. The ceremony, held at Drumlins Country Club, marked a milestone for these recruits as they complete the Campus Peace Officer Academy program.

These officers have since begun their time as field training officers, working side-by-side with veteran DPS officers before being released to solo patrol duties to serve the campus community. I wish them all the best and looking forward to them completing their training!

Upcoming DPS Game Nights

Throughout the semester, we have been holding game nights in the Schine Student Center and have enjoyed engaging with our students through this program. It’s nice to get to know each other while playing a game on a PlayStation 5 (PS5) or using an Oculus Quest. DPS is going to host a few more of these game nights as the semester winds down. For the remainder of the semester, you can find us in the Schine from 3:30 to 6:30 p.m. on the following dates:

  • Tuesday, Nov. 15
  • Tuesday, Nov. 29
  • Tuesday, Dec. 13

Monthly Bias Update

Oct.10: At a men’s soccer game on Friday, Oct. 7, an individual was overheard yelling “you should speak English” to our visitors with the opposing team. Upon receiving the report, DPS began an immediate investigation.

Update: Multiple interviews were conducted, and as a result the individual was identified as a Syracuse University student. The student has been referred to the Office of Community Standards.

Oct.18: The reported incident allegedly occurred on the fourth floor in Flint Hall. According to the report, a racial slur was written on a whiteboard hanging on the door of a student’s room.

Update: Our team has conducted a thorough canvass of the floor and reviewed video, but we have no leads at this time. If you, or anyone you know, witnessed this incident, we ask that you reach out to us right away.

September 2022 Updates From the Department of Public Safety

Dear Students, Faculty and Staff:

It is hard to believe that October is upon us already. It seems like it was just yesterday that everyone was returning to campus. We hope you are settling in nicely to the fall semester.

I have several important topics I would like to address with you this update, including:

  • Off-Campus Burglary Update
  • Monthly Bias Update

Off-Campus Burglary Update

I have spoken with some students and families about the recent burglaries happening off campus in the east neighborhood. I would like to share with our campus community some key points:

  • Since Aug. 2, 2022, there have been over 75 burglaries throughout the City of Syracuse.
  • 38 of those burglaries occurred in the east neighborhood; however, not all incidents involved Syracuse University students.
  • In most of the incidents, the suspects have entered through open first floor windows or unlocked doors.
  • We understand these events are concerning. Please know we are working hard with the Syracuse Police Department (SPD) and New York State Police to mitigate the occurrence of these incidents and have refined our tactics accordingly. These new tactics are yielding positive results.
  • Additionally, several arrests have been made including:
    • On Aug. 26, SPD arrested a suspect in the 700 block of Salt Springs Road in a stolen vehicle related to an east neighborhood burglary.
    • On Sept. 11, thanks to the community member who called in suspicious activity, SPD and the Department of Public Safety (DPS) arrested two suspects who had been in possession of firearms.
      Also on Sept. 11, the New York State Police arrested a suspect in a stolen vehicle taken during an east neighborhood burglary.
    • On Sept. 17, DPS apprehended two suspects who were later arrested for second degree harassment thanks to the community members who reported an incident to one of our officers on patrol.

We all must remain vigilant. Our officers, along with the Syracuse Police Department are out patrolling. If members of our community observe anything suspicious, please call us at 315.443.2224. I stress the importance of calling in these instances because the quicker our response, the better the outcome. Additionally, as a reminder, please lock your doors and windows. The vast majority of recent burglaries are the result of criminals entering through open windows and unlocked doors.

Monthly Bias Update

Sept. 16: According to the anonymous reporter, a group of male students reportedly made animal sounds and behaved in a rowdy manner in the overnight hours on the third floor of Day Hall. The anonymous reporting party described feeling targeted by the behavior.

Update: This case is still under investigation. Our team performed an extensive review of the available camera footage and conducted an extensive search of Day Hall and have yet to encounter anyone with firsthand experience of this incident. We continue to look for additional leads and urge anyone with information to come forward.

Sept. 23: The reported incident allegedly occurred on one of the student floors in the Sheraton Syracuse University Hotel. According to the report, an anonymous individual said they heard what they believed to be a racial slur coming from inside one of the rooms on their floor.

Update: Our team performed an extensive search and reviewed camera footage, along with other electronic data. The investigation has been unable to substantiate that the incident occurred as described.

Emergencies on Campus

What should you do in the event of an emergency on campus? Call 911.

Even if you are in doubt of whether you should call or not; err on the side of caution and call. Our emergency communications center that is staffed 24/7, 365 days a year, is connected with the Onondaga County 911 Center.

Also, our website has helpful resources to prepare you in the event of an emergency on campus, including emergency procedures and Automated External Defibrillator (AED) locations. I encourage you to take a few moments to familiarize yourself with both.

Fire Prevention Week

Our team at Fire and Life Safety Services (FLSS) responds to emergency incidents, such as fire alarm activations across campus, in partnership with the Syracuse Fire Department. FLSS is responsible for maintaining the University’s fire detection and suppression systems and related life safety equipment. FLSS manages and conducts inspections of residential, administrative and academic facilities to comply with federal, state and local applicable building and fire codes.

As part of Fire Prevention Week, Sunday, Oct. 9, through Saturday, Oct. 15, our team at Fire and Life Safety Services would like to remind you of the following important fire safety practices:

  • Look for fully sprinklered housing when choosing off-campus housing.
  • Make sure you can hear the building alarm system when you are in your residence hall room.
    If you live in a residence hall, make sure your sleeping room has a smoke alarm, or your suite has a smoke alarm in each living area as well as the sleeping room. For the best protection, all smoke alarms in the residence hall suite should be interconnected so that when one sounds, they all sound.
  • If you live in an apartment or house, make sure smoke alarms are installed in each sleeping room, outside every sleeping area, and on each level of the apartment unit or house. For the best protection, all smoke alarms in the apartment unit or house should be interconnected so that when one sounds, they all sound.
  • When using a space heater, plug the heater directly into a wall outlet. Do not plug it into a power strip or extension cord.
  • Test all smoke alarms at least monthly.
  • Never remove batteries or disable the alarm.
  • Learn your building’s evacuation plan and practice all drills as if they were the real thing.
  • If you live off campus, have a fire escape plan with two ways out of every room.
  • When the smoke alarm or fire alarm sounds, get out of the building quickly and stay out.
  • Stay in the kitchen when cooking.
  • Cook only when you are alert, not sleepy or drowsy from medicine or alcohol.
  • Check with your local fire department for any restrictions before using a barbeque grill, fire pit or chimenea.
  • Check the University’s rules before using electrical appliances in your room.

Annual Security Report

The Jeanne Clery Disclosure Act requires colleges and universities to publish an Annual Security Report by Oct. 1 each year. Our report, published on Friday, documents the past three calendar years’ worth of select campus crime information, including statistics and detailing the University’s security policies and procedures.

I urge you to familiarize yourself with the report’s information, resources and services. And I ask that you be a vigilant partner in our ongoing and collective efforts to maintain a safe environment where all our community members can thrive.

Orange Safe App Now Available for Download

Have you downloaded the Orange Safe app yet? This mobile safety app launched this fall and replaces Rave Guardian which was officially decommissioned on Friday, Sept. 23. Orange Safe is a free app which provides several tools designed to keep you safe. I would like to highlight just a few of the following features:

  • On-Campus BlueLight: While you are on campus, tap the button to simultaneously send your location to and call the DPS Emergency Communications Center (ECC). The DPS ECC will receive your location in real time and talk to you on the phone.
  • Safe Walk: Send your location in real time to a friend so they can watch you as you walk to your destination. They’ll watch you and can trigger a call to emergency services if necessary. It is as simple as sending a text message to a family or friend and they will be sent a link used to follow you. Once you reach your destination, you can easily disconnect.
  • Social Escape: Get out of a tough social situation by receiving a call that gives you an excuse to leave. Simply enter your phone number in the app and set how quickly you want to receive the phone call.

August 2022 Updates From the Department of Public Safety

Dear Students, Faculty and Staff:

On behalf of the team in the Department of Public Safety (DPS), we hope everyone is having a good first week of classes. It has been so nice to meet folks on campus, and I am excited for my first fall semester at Syracuse University.

If you haven’t yet, please take a moment to review the email that was sent earlier this week focusing on important safety resources and services from our department. Orange Safe App Now Available for Download

We have officially launched the new Orange Safe app! This mobile safety app will replace Rave Guardian, which will officially be decommissioned on Friday, Sept. 23. Orange Safe is a free app that provides several tools designed to keep you safe. Users can stay connected and receive important campus notifications, communicate with campus safety, and gain access to resources needed most. Lock Doors and Windows

As shared in the public safety informational notice earlier this week, off-campus neighborhoods continue to experience burglaries. To date, there have been no reported incidents where forced entry occurred; the alleged burglars have entered properties through unlocked windows and doors. Officers in DPS and with the Syracuse Police Department went door to door this week to share safety-related information to our off-campus students.

Peace Officer Academy Update

Our eight campus peace officer academy recruits are nearing the end of their instruction. Since our last update in June, much of their instruction has focused on combined classroom and hands-on learning and included the following topics:

  • emergency vehicle operation,
  • traffic enforcement,
  • person in crisis,
  • New York State use of force,
  • emergency medical preparedness,
  • firearms, and
  • field sobriety testing.

They still have five weeks of instruction left. Follow along on the DPS Instagram account: @SyracuseDPS.

Community Police Academy

This is a free four-week program designed to give eligible students, faculty and staff an idea of what it’s like to protect and serve our campus community. July 2022 Updates From the Department of Public Safety

Dear Students, Faculty and Staff:

Summer has sure flown by. While the weeks are busy preparing for everyone’s return, I have been able to spend some time on the weekends getting to know Central New York. There are so many beautiful places to visit that are close by!

We are looking forward to everyone returning in just a few short weeks. I have several important topics I would like to address with you this month in our update, including the following:

Leadership Changes

As announced late last week, our team here at Campus Safety and Emergency Management Services will transition from being part of the Division of Business, Finance and Administrative Services to part of the Division of the Student Experience. I have sincerely enjoyed working with Gwenn Judge, interim senior vice president and chief financial officer, and am looking forward to collaborating with Allen Groves, senior vice president and chief student experience officer, to allow for even more student-focused engagement and collaboration with Student Experience partners.

Community Police Academy

I am very pleased to announce that we are now accepting applications for our very first Community Police Academy. This is a free four-week program designed to give eligible students, faculty and staff an idea of what it’s like to protect and serve our campus community. For the Fall 2022 semester, the classes will be held from 5:30 to 8:30 p.m. in Lyman Hall, Room 020 on the following dates:

New Safety App

Just in time for the start of the Fall 2022 semester, we will be launching a new safety app for our campus community designed to improve your safety and keep you informed. Orange Safe is our latest safety app, which offers many of the same safety features that our community is used to but also has several new and exciting features that we are looking forward to sharing more information on soon. We are hoping to have the app available in the app store later this month. Stay tuned for more information.

Student of Color Advisory Committee

It is not too late to submit your nomination for the Student of Color Advisory Committee. This committee, which brings together students, Department of Public Safety (DPS) members and other campus community members to focus on public safety and quality-of-life matters, will provide feedback on safety and DPS intervention, among other topics. Nominations should be sent to nomination@syr.edu with a statement detailing the student’s interest in the committee and why the student would be a valuable member of the group. We ask that nominations are submitted by Friday, Sept. 2.

Monthly Bias Update

July 14: Report of two incidents, reportedly similar in nature, occurred on Saturday, July 9, and Monday, July 11, on Euclid Avenue—one on the sidewalk near Shaw Hall and the other on the sidewalk on Euclid Avenue near the guard shack. In both incidents, those impacted reported being called a racial slur as they were walking by a group of individuals.

Update: Our team conducted interviews with the reporting party and individuals in the area, and performed an extensive review of the available camera footage. We continue to look for additional leads and urge anyone with information to come forward.

June 2022 Updates From the Department of Public Safety

I hope that you are having a safe and enjoyable summer thus far. While many of you are away from campus, we are busy preparing for the fall semester and are looking forward to having everyone back next month.

I’d like to provide a few important updates in this edition of the monthly Department of Public Safety (DPS) email. I will address:

Daily Incident and Crime Log

After collaborating with multiple campus partners, DPS has implemented an automated process for posting our incident data to our website. The daily incident and crime log and newly created incident map can be found on our website.

Peace Officer Academy Update

Our eight campus peace officer academy recruits just started their eighth week of instruction. Other than their morning wellness program, which most recently included introduction to Brazilian Jiu Jitsu, much of their instruction has been in the classroom and has included topics such as the following:

  • New York State laws,
  • ethics and professionalism,
  • essentials of response and investigative skills,
  • crime prevention,
  • criminal procedure,
  • procedural justice, and
  • domestic violence.

Student of Color Advisory Committee

We continue to seek nominations for the Student of Color Advisory Committee. This committee brings together students, DPS members and other campus community members to focus on public safety and quality-of-life matters and engage on safety and DPS intervention, among other topics. Nominations should be sent to nomination@syr.edu with a statement detailing the student’s interest in the committee and why the student would be a valuable member of the group. We ask that nominations be submitted by Friday, Aug. 5.
