Dear Students, Faculty and Staff:

It is hard to believe that we are already halfway through the fall semester! I have a lot of important information I would like to share this month, including:

South Campus Community Center Grand Opening

This afternoon from 3 to 6 p.m., we are having our grand opening of our South Campus Community Center located at 121 Small Road, Apt. 8. As a reminder, the idea for the space stems from Attorney General Loretta Lynch’s recommendations as a place where students can drop in and share their questions and concerns with members of our department. We are also looking to plan fun events at this location! Please stop by this afternoon to visit the new space, get some treats (no tricks this Halloween weekend) and visit with some therapy dogs. We look forward to welcoming you!

DPS Jurisdiction

In the recent town hall that I attended hosted by the Student Association, several questions arose about the jurisdiction of the Department of Public Safety. Our officers may exercise law enforcement authority only while on duty and only while acting within the scope of the employment with DPS and only within the Syracuse campus proper and any other properties owned, controlled or administrated by the University, as well as the streets and sidewalks adjacent to and connecting such properties. A map of our jurisdiction is available on our website, along with additional information.

Patrols in Near-Campus Neighborhoods

I also wanted to share information about our patrols. In addition to our normal three patrol shifts, we have special patrols that focus on areas on and around campus, including:

  • University Area Crime-control Team (UACT)
    This patrol is staffed jointly by the DPS and the Syracuse Police Department (SPD) in the immediate off-campus and fraternity/sorority neighborhoods focused on robbery and burglary suppression.
  • Neighborhood Safety Patrol (NSP)
    The University formed the Neighborhood Safety Patrol program in response to student safety concerns and quality of life issues brought to our attention by residents of the neighborhoods bordering the eastern edge of our campus. This program is a partnership between the residents, the University and the SPD.The DPS designates one or two patrol units to respond to incidents involving Syracuse University students that occur in the patrol area. When necessary, DPS officers will document student violations of the law and the Syracuse University Code of Student Conduct. DPS officers will respond at the request of the SPD officers assigned to the Neighborhood Patrol. DPS also patrols the east neighborhoods, reporting safety issues and suspicious incidents directly to the SPD.
  • Orange Watch
    Orange Watch is a DPS program that provides an expanded DPS presence in key areas on North and South campuses and in the neighborhoods north and east of campus.The program expands DPS peace officers’ hours of armed walking, bicycle and vehicle patrol coverage. It supplements DPS’ and other law enforcement agencies’ current activities in areas frequented by students, faculty and staff.Orange Watch officers are on patrol throughout the year, with increased presence between the hours of 7 p.m. and 5 a.m. and on weekend—times when students have the most serious concerns about safety.

Please Lock Your Doors and Windows

I know I touched on this last month, but I cannot stress enough the importance of locking the windows and doors to your residence. As you may have seen in our public safety informational notice on Tuesday, the alleged burglars have entered properties through suspected unlocked windows and doors. We have not seen any incidents where forced entry has occurred. We also want to stress the importance of storing valuable items, including the keys to your vehicle, in secure places and lock interior doors when you are out. If you have further questions about this, we will be featuring this topic during our new free ask Friday feature next week on our Instagram.

Monthly Bias Update

Since my communication last month, I have no new updates to share on the status of our investigations. As we do have updates, we will update our chart on the website and share any developments in this monthly email. It is also never too late to come forward with information. September 2021 Updates From DPS

I hope this email finds you all well and that you are enjoying the fall semester on campus. I have several brief items that I would like to share with you this month:

National Coffee with a Cop Day

Next Wednesday, Oct. 6, is National Coffee with a Cop Day. Look for our officers out in front of the Department of Public Safety (DPS) offices in Sims Hall from 9 a.m. to noon giving out free coffee coupons and sweet treats. We invite you to stop by and share any feedback you have with us!

South Campus Community Center

On Friday, Oct. 29, we will have the grand opening of our South Campus Community Center, located at 121 Small Road, Apt. 8. The idea for the space stems from the Loretta Lynch recommendations as a place where students can drop in and share their questions and concerns with members of DPS. Lock Your Doors and Windows

As you may have noticed from our recent public safety notices, there has been an increase in burglary activity on South Campus and in the east neighborhood. I cannot stress to you all enough the importance of locking your doors and windows, even when you are in your residence, as all of these incidents have happened because of an unlocked door or window. Additionally, please do not leave the keys or fob for your car in your vehicle. These criminals are looking for easy opportunities to take advantage of our community. Please do your part to take away those opportunities and be vigilant with securing your residences and property.

Aug. 25: Crude graffiti on a whiteboard in Shaw Hall

Update: Our team completed multiple canvasses of the area and performed an extensive review of the available camera footage, but no additional leads were found.

August 2021 Updates From DPS

Dear Students, Faculty and Staff:

Every month, I send a message to our community to provide important information from the Department of Public Safety (DPS). As we begin a new academic year, I have several updates to share specific to:

Loretta Lynch Progress Updates

Our team is continuing to implement recommendations made by former Attorney General Loretta Lynch. Currently, we have 70% of the recommendations complete. I want to highlight some of the progress that was made over the summer:

  • Our next Campus Peace Officer Academy will begin on Wednesday, Sept. 1.
  • The new DPS South Campus Community Center will open in the next few weeks. We are looking forward to welcoming students to visit us in this new space. Keep an eye out for more details about this.
  • The safety escort program is now managed by Parking and Transportation Services. Safety escort shuttles can be requested by calling 315.443.7433 (RIDE). To learn more about this new service, visit parking.syr.edu.
  • We have added important content to our website, including the following:
  • We have made updates to our campus safety brochure[PDF], which are available in print format in various offices across campus.
  • DPS staff completed in-service training, which included all elements and the definition of a hate crime, terminology and proper investigative steps needed up to conclusion.
  • Our team worked with Human Resources to update officer job descriptions and performance review templates to add evaluation elements of community policing other than community engagement, such as problem solving and procedural justice.

Last spring, we introduced the Rave Guardian app. This app replaced the LiveSafe app but still offers all the same features, including easily connecting with emergency resources, safety timers, anonymous tip reporting and quick access to critical resources. Safety Strategies

Our chief priority is your health, safety and well-being. Below are some actions you can take to protect yourself while at your residence, on campus or out in the community.

  • Always lock your windows and doors, even if you’re only going to be away from your room for a short period of time or while you’re sleeping at night. Criminals look for opportunities like an open window or unlocked door.
  • Keep your stuff with you! Never leave cell phones, laptops, wallets or other valuables out of your sight—it only takes a few seconds for someone to walk away with them.
  • Use a U-bolt locking device for your bicycle and register your bike with DPS.
  • Never walk alone. Most street crime incidents occur at night and usually involve students walking alone or with just one other person.
  • Connecting with DPS is as easy as opening an app on your smartphone. With Rave Guardian, you can call DPS or 911 in the event of an emergency; report tips, including pictures; or use the SafeWalk feature, which permits you to virtually share your location with friends as you walk to a destination. Download the app today!
  • Run. Hide. Fight.: In the event of an active shooter situation, it’s important to be prepared. We created a video for you to understand the importance of these three words: Run. Hide. Fight.

DPS Communications

Throughout the semester, you will receive DPS communications. For those of you who are new to our campus, we want to inform you of why, how and when you will receive these communications. For our returning community members, this serves as a reminder.

When we issue broad communications across the campus community:

  • When there is an active or imminent threat of physical danger to the campus community.
  • When there is an active crime scene on or immediately adjacent to the campus and we need community members to avoid the area.
  • When a perpetrator is at large on or immediately adjacent to the campus and we need the community’s help locating the individual.

When broad communications will not be issued:

  • When initial investigation into an incident indicates there is no continuing threat.
  • When another law enforcement agency has jurisdiction or is the lead investigator on an active case, and we have been directed not to issue a notice. That agency may communicate to the broader public and direct us to inform our community.
  • When communicating broadly will impede or jeopardize an active investigation. Please note: although it is our intention to communicate broadly any bias-related incident within 48 hours, we will always prioritize maintaining the integrity of an investigation, especially when we are following active leads.

Monthly Bias Update

In each month’s message, I also provide updates on any incidents that occurred in the weeks prior. Today’s updates include:

July 10: A group of students reported being approached by a silver SUV. The occupants reportedly threw an egg that struck one of the students and shouted anti-Semitic language.

Update: DPS officers and detectives are still making efforts to identify the responsible individuals.

July 20: Flyers that contained language derogatory to Chinese and African American individuals found in Bird Library.

Update: As a result of DPS officers and detectives conducting interviews, reviewing recorded CCTV footage, and evaluating electronic data, a person of interest has been identified. This individual, who does not attend the University, will be barred from the campus.

Aug. 1: A student was walking on East Genesee Street when an unknown male reportedly approached them making derogatory statements about Asian individuals. The suspect also spat in the student’s direction.

Update: Since learning of the incident, DPS detectives canvassed the area businesses, conducted numerous interviews, reviewed CCTV footage and conducted surveillances in the area. As a result, a non-affiliate was identified as the responsible subject and interviewed. The party was interviewed and has been barred from the campus.

July 2021 Updates From DPS

Dear Students, Faculty and Staff:

I hope this email finds you well. We are looking forward to everyone’s return to campus in August.

Today, I am providing updates on investigations into two recent bias incident reports:

July 10: A group of students reported being approached by a silver SUV. The occupants reportedly threw an egg that struck one of the students and then shouted anti-Semitic language. Since then, we have:

  • Interviewed the impacted individuals to gather as much information as possible
  • Performed a search of the area to look for the vehicle in question
  • Extensively reviewed camera footage from the area to track and identify the vehicle in question
  • Reviewed law enforcement databases for specific data related to the vehicle in question
  • Interviewed a separate victim, with no affiliation to the University, in a possible related incident that happened in the City of Syracuse six days later
  • Followed up on reported tips and information that have generated additional interviews
  • Continued review of law enforcement databases for similar incidents to generate additional leads
  • Reviewed past incidents in law enforcement databases for similar instances to generate leads

July 20: Flyers contained language derogatory toward Chinese and African American individuals. To investigate, we have:

  • Searched the area to look for additional flyers; none of which were found
  • Recovered flyers for analysis
  • Interviewed several witnesses to gather more information
  • Extensively reviewed camera footage and other electronic logs to identify a possible person of interest

Our team has worked collaboratively on both cases with the Syracuse Police Department and the New York State Police. June 2021 Updates From DPS

Dear Students, Faculty and Staff:

I hope that the start to your summer is going well. Despite the vast majority of our community being away from campus for the summer months, we have been very busy at the Department of Public Safety (DPS).

We continue to implement recommendations made by former Attorney General Loretta Lynch. I want to highlight some of the progress:

  • We are currently in the process of interviewing candidates for our next campus peace officer academy.
  • We have secured space on South Campus for students to drop in and share their questions and concerns with our staff.
  • We have posted our Standard Operating Procedures to the DPS website consistent with recommendation No. 4 from the report conducted by Loretta Lynch.
  • We have posted our investigative steps to the DPS website.
  • The DPS staff attended in-service training in June that included all elements and the definition of a hate crime, related terminology and proper investigative steps leading up to conclusion.
  • A project team has been established to develop the technical requirements for posting appropriate crime and incident data to the DPS website.
  • As of tomorrow, July 1, the campus safety escort service will be managed by Parking and Transportation Services.
